Objective
The Project Engineer’s primary objective is to plan and implement major capital projects within the capital budget plan in order to improve the plant’s operation and keep the Bath plant in a long-term competitive position.  

Responsibilities

Safety:

  • serve as a role model in the areas of safety, environmental stewardship, leadership, teamwork, customer focus, and continuous improvement to ensure alignment with the company’s vision and critical success factors

Capital Investments:

  • Identify capital investment in conjunction with the Project Manager, Projects Engineer and Plant Management Team.
  • With the input of plant personnel defines, estimates, develops, plans, controls, and implements capital projects with minimum supervision.
  • Manages projects from conception to completion by coordinating various teams to work together: engineering firms, suppliers, contractors and the plant. Participate in the plant capital investments long-term plan.

Projects:

  • Prepare or supervise conceptual and feasibility studies for the major plant projects, project definitions, and scope of work; ensure primary objectives are met and/or propose alternatives. Perform a contributing role in process studies and impacts.
  • Coordinate the system start-up and commissioning along with the plant people; assists in the resolution of any contract disputes; organize proper training when required.
  • Ensure all phases of a major project are coordinated; assist with management, execution of responsibilities and liaison by taking on a plant contact role.
  • Negotiate contracts in conjunction with procurement people for engineering firms, vendors, and contractors to ensure best prices with complete scopes of work to allow for the tending of work.

Cost, budgets and planning:

  • Prepare or supervise major capital cost estimates; prepare investment analysis and cash flow projections for the justification of projects; prepare appropriation requests (AR’s); promote the projects at the plant level for major projects.
  • Develop planning strategies and budget control; coordinate for major projects.
  • Prepare monthly project reports on the budget status of all assigned capital investment projects; include schedule updates for major projects.
  • Contribute to maintaining and updating the long-term plan, which provides the medium to long term direction for the plant; maintain a continual awareness of project status and cost.


Contractors and contracts:

  • Interface with vendors, contractors, and engineering firms on proposal for design and execution of projects in all the technical aspects, bearing in mind the safety aspects.

Relationship with other jobs:

  • Works closely with the Maintenance and Production Department managers and supervisors.

Dimensions: 

  • Plant Capacity: 1,000,000mt cement
  • Annual Capital Plan Budget: $2M to $12M
  • Estimated value of projects handled: $20k to $2,500k
  • Number of Direct Reports: 0
  • Consultants supervised: 2 to 5 along with project activities
  • Estimated number of Contractors supervised: 2 to 10 along with project activities


Specific Accountabilities:

  • Provide a safe working environment for all employees and contractors.
  • Supervise the conceptual and detailed engineering
  • Supervise consultants and contractors
  • Ensure that projects comply with all legislated regulations and corporate policies.
  • Successfully complete projects on time and within budget, with effective use of resources.
  • Manage projects by coordinating all parties involved: engineering firms, suppliers, contractors, and the plant.
  • Ensure productivity, housekeeping and quality of work standards are maintained on all projects.
  • Ensure proper input is received from any department involved in a project.
  • Promote good relations and communication with all departments affected by the project.
  • Aim to achieve targeted reliability on all major equipment through recommendations and the installation of capital projects.


Qualification Profile

Education & Work Experience:

  • Bachelor in Engineering or technical qualifications through previous work.
  • 1 to 4 years of related experience

Knowledge & Skills:

  • Familiarized with automated drafting software (ex.: Autocad)
  • Knowledge of project management procedures, cost control, and scheduling.
  • Proven communication skills (written & oral) in English
  • Ability to work on many tasks at the same time while keeping excellent organizational skills.
  • Good leadership ability and interpersonal skills.
  • Personal interest in supervision role.
  • Knowledge of the cement technology and manufacturing is an asset.
  • Experience form Heavy Industry is an asset.
